II.4)Short description of nature and quantity or value of supplies or services:The Highways Agency (HA) and the Vehicle and Operator Services Agency (VOSA), Executive Agencies of the Department for Transport, are looking to procure SIAM (service integration & management) service aligned to the Government ICT strategy; governing, integrating and operationally managing the end-to-end IT services on behalf of the purchasing authority. It will operate within a multi sourced IT tower service environment, in line with government best practice guidance (including ITIL, Prince2. MSP etc.). The SIAM service will provide clear and concise interfaces between the tower service providers, users of ICT services, and the contracting organisation. The total SIAM service may include, for example, core service integration & management and tooling, service desk, IT information security support, Service transition planning & support, service knowledge management, service/provider assurance, Service validation & testing, Transformation Design & Change services relating to SIAM/tower service model. Interested suppliers should note, this PIN is issued on behalf of HA and VOSA, but may include other parts of the Department for Transport and its Executive Agencies in advance of separate procurements that will be issued in due course.

As part of the Government's procurement strategy, the Contracting Authority intends to work closely with the Government Procurement Service to ensure that the services delivered under this contract are monitored and comply with the government procurement strategy/policies. Therefore, the Contracting Authority intends to give the Government Procurement Service rights under the Contracts (Rights of Third Parties) Act 1999 to enforce those provisions under the services contract which are for the benefit of the GPS (including rights to receive management information from the Supplier), as more particularly set out in the Contractual Documentation.
